Developing South Sudan's water sector

NIRAS and Witteveen+Bos is supporting the South Sudanese water sector in its efforts to develop the country’s water resources and water services.

The main elements of the programme are to:

  • Further formulate and bring into reality the appropriate legal and institutional arrangements
  • Develop water management tools to strengthen the knowledge base through establishment of a water resources management information system
  • Increase human resources capacity, and development of communication and awareness strategies.

The programme includes the following three main components:


Water Policy and Strategy
The overall objective of this component is to facilitate that an institutional and legal framework:

  1. Guides and regulates the sustainable development and management of water resources 
  2. Guides water sector investments for which feasible projects have been identified and formulated.

Water Resources Assessment and Monitoring
The overall objective of this component is to ensure that informed decision-making and good practices of the South Sudanese water sector is facilitated.


Knowledge and Capacity Development
The overall objective of this component is to facilitate that the water sector:

  1. Develops into a self-learning, sustaining and collaborating sector
  2. Is competent to play its role in regional and international dialogue on pertinent water issues.
